  1. Subvented non-governmental organisations are those receiving subvention from the Social Welfare Department of the Hong Kong Special Administrative Region Government ("HKSARG").
  2. Public Bodies are those defined under Section 2 of the Prevention of Bribery Ordinance (Cap. 201).
    For the purpose of the FBL, Government Bureaux/Departments, the Executive Council and the Legislative Council are not eligible to apply.
  3. Other applicants may be considered in warranted cases which are subject to individual cases’ merits. Notwithstanding the aforesaid, individuals and private companies are not accepted as lead applicants.
